The OECD's territorial review of Copenhagen's competitiveness: with focus on education and attracting international skilled labour

Karoline Amalie Steen is currently Head of International Affairs in the City of Copenhagen (Lord Mayors Department).
2009 has been nominated the “international year” by the City Council, and her main responsibilitiesare to plan, coordinate and execute the city’s engagement in the big international events in Copenhagen; World Outgames (August), IOC-Congress (October) and COP 15 (December). In addition, Karoline has been responsible for an OECD-report called "the Metropolitan Review" published in January 2009 with recommendations on how to increase the competitiveness of Copenhagen.
Prior to joining the City of Copenhagen, Karoline has been working in the Danish Ministry for Finance for about 6 years and among other positions was the Private Secretary to the Minister for Finance for 3 years.
In addition to her Danish public sector experience, Karoline has gained EU-related work experience from a position in the environmental cabinet in the European Commission and has been a consultant to the French Prime Minister’s Economic Council (CAE). She holds an MA in Political Science from the University of Copenhagen together with an MA in International Relations from Keele University in the UK.
OECD-project:
The OECD has published a territorial review on Copenhagen’s competitiveness. The agenda of the OECD has recently changed from only focusing on national economies to also focus on the competitiveness of cites, acknowledging the growing role of cities in national economies. The OECD has presented several recommendations for Copenhagen within areas such as education, infrastructure, innovation and governance requiring action from different actors within the region; the City of Copenhagen, the Capital Region, the Government, private businesses and universities.
